Horse slaughtering legal in US, but public won't bite - U.S. News

The discovery of horse DNA in food products sold throughout Europe has set off a scandal, shaking confidence in Europe's food industry and angering consumers.

But believe it or not, it?s actually legal to slaughter horses for human consumption in the U.S. In November 2011, Congress quietly lifted a five-year ban on funding for horse processing inspections.

Since the ban was lifted, no horse slaughterhouses have successfully opened, according to Holly Hazard, a senior vice president at the Humane Society of the United States who tracks equine rights issues.

?We have yet to have a new [horse processing] facility open in this country,? Hazard said, adding that attempts to open slaughterhouses in New Mexico and Missouri last year were scrapped due to public outrage.

The U.S. Department of Agriculture has said that if a horse slaughtering plant were to open, the agency would perform inspections to ensure it complied with federal laws.

Before Congress defunded inspections in 2007, there were just three equine processing plants in the continental U.S. -- two in Texas, one in Illinois. All three facilities were shuttered when the slaughtering ban took effect, the Associated Press reported.

At the peak of their production powers, these slaughterhouses primarily exported horsemeat to Mexico and Canada for human consumption, Hazard said.?

One advocate of selling horse meat said that the removal of the ban allows the horse processing industry to regain a foothold in the market.

"Eighty percent of a $102 billion-a-year industry was directly affected when they took slaughter away," said David Duquette, president of the United Horsemen, a group that lobbied to lift the ban.?

Duquette added that there are ongoing efforts to revive the horse meat processing industry, but declined to provide additional information about those attempts.

Animal rights activists, meanwhile, are confident that widespread repulsion at the thought of eating horse meat will keep it out of the mainstream.

"There are certainly communities that have considered [reviving horse slaughtering]," said Nancy Perry, a senior vice president at the ASPCA. But the vast majority of Americans -- a staggering 80 percent, according to a recent ASPCA poll -- oppose the practice, Perry said.

'Companions and partners, not food'
Polling data and public opinion suggest it's highly unlikely horse meat will move to the center of American culinary culture. After all, they?re the stars of beloved children?s literature, Hollywood movies, and Wild West folklore.

?We believe horses are iconic figures in American culture,? Hazard said. ?The vast majority of Americans think they?re companions and partners, not food.?

Hazard said she?s not aware of any attempts to introduce horse meat on restaurant menus. The one exception: a proposal, in September of last year, to serve Canadian-bred horse tartare -- also known as raw horse meat -- at a museum restaurant in New York City.

However, M. Wells Dinette's prospective menu item at MoMA PS1?was scuttled after animal rights activists and public health officials cried foul.

The restaurant?s chef and co-owner, Hugue Dufour, released a statement after the controversy subsided defending his exotic dish.

?We thought about serving it because we like to offer customers new things,? the statement said. ?Whatever else horses are ? draft animals, companions, transport ? their meat is also delicious and affordable.?

Nevertheless, most Americans still consider horse meat off-limits, although that hasn't always been the case.

At the close of World War II, when beef was in short supply, many Americans got their protein boosts from horse meat. Republicans blamed the meat scarcity on President Truman, giving him the nickname ?Horsemeat Harry.?

During the early 1970s, beef prices went through the roof, forcing cash-strapped shoppers to buy cheap horse meat instead. The custom was so common it showed up as a subplot on a 1973 episode of the sitcom ?All in the Family.?

Harvard University?s Faculty Club reportedly served horse meat for more than 100 years before it dropped the menu item in the 1980s.

Is the new coronavirus the next SARS?

Fears a new respiratory virus identified last year in the Middle East could cause a pandemic are unfounded. The virus isn't showing signs of it ? yet

A 60-year-old man is in serious condition in hospital with the new coronavirus that was discovered in Saudi Arabia last year. Reports that he passed it onto his son have prompted comparisons between the new virus and SARS, the disease that killed 775 of the 8000 known people it infected worldwide in 2003. But how sensible are the comparisons?

What kind of disease does the virus cause, and can it spread?
The man hospitalised in Manchester, UK, late last month has severe pneumonia caused by the new coronavirus ? so severe, his blood is being oxygenated outside his body. The UK Health Protection Agency (HPA) reported on Wednesday that the man's son has now been hospitalised with the virus in Birmingham.

The first man had recently travelled to Pakistan and Saudi Arabia, and fell ill after four days in Saudi. His son lives in the UK and had not been abroad ? in fact he is the first of the 11 cases known so far who is not a resident of Saudi Arabia, Qatar or Jordan. The HPA says he probably caught the virus from his father.

Does this mean the virus has the ability to spread quickly among people?
No. The son had health issues which may have lowered his immunity, says the HPA. And no one else who has come into contact with the two has fallen sick, so far.

Indeed, other than the son, nobody who has been in close contact with people known to be infected with the new virus have so far tested positive for it. "If novel coronavirus were more infectious, we would have expected to have seen a larger number of cases," says John Watson, head of respiratory diseases at the HPA.

Is this the first case of person-to-person transmission of this virus?
No. Last April, before the new coronavirus was discovered, eleven people in Jordan, including eight healthcare workers in an intensive care unit, came down with severe pneumonia. Their samples tested negative for any respiratory pathogens known at the time. But after the new coronavirus was discovered in pneumonia patients from Qatar and Saudi Arabia in September, the Jordan samples were retested. Two of the healthcare workers, who had died, tested positive for the new virus.

The cluster in Jordan raised the possibility of human-to-human transmission, said the World Health Organization, even though not all the cases were reported as testing positive for the virus.

This is not impossible: in the cases confirmed so far, the virus mainly affects tissues deep inside the lungs, and may not have been present in a sample from further up the respiratory tract.

This is worrying as healthcare workers were among the chief victims of the SARS virus in 2003. Hospital workers are being closely monitored in Manchester and Birmingham.

Three people who contracted the virus in Riyadh, Saudi Arabia, last October were also members of the same family, according to Saudi health authorities. Two died. But we do not know if these people gave the infection to each other, or if all were exposed to the same source in the environment. The results of a survey of wildlife in the region for similar viruses have not yet been released.

Why does everyone keep mentioning SARS?
It was also a coronavirus that caused SARS (severe acute respiratory syndrome). That virus jumped from bats to humans in southern China and spread worldwide in 2003, killing 775 people. The new coronavirus is most closely related to coronaviruses that come from bats, although that doesn't prove it is from bats or that it will do what SARS did.

A study in December found that most European health authorities have the facilities to perform a test for the new coronavirus. One problem, though, is knowing who to test. As well as being infected with the novel coronavirus, the 60-year-old man hospitalised in Manchester also had a flu virus when he was first examined. If such co-infection is common, many people with pneumonia who test positive for flu could be treated for that without being tested for any other viruses, leaving the new coronavirus to slip under the radar.

Making the U.S. Debt Look Like a Household Budget

SPRINGFIELD, Mo. -- If you stacked the U.S. national debt in one dollar bills you could go to the moon and back more than twice.

Unlike a family, countries can print money and make loans to other nations, while at the same time borrowing from them.

The ideas can seem abstract.

"I think that we're in a lot of trouble, personally, you know if this were just a family, my family, your family, anybody's family, yeah, you'd be in big trouble," says Drury University accounting student Brad Ray. "We have to exercise fiscal responsibility, we have to so, I think the federal government should have to do the same thing."

He's reacting to some numbers we showed him. Ray had seen the numbers before and you may have too:

You may have seen emails or Facebook posts with figures similar to this. This one is from a Tea Party group. It aims to make the government's debt and deficits look like a home budget.

KOLR10/KOZL News looked over the numbers with a couple economists, got data from the Treasury Department and St. Louis Federal Reserve, and came up with a similar chart, based on fiscal year 2012.

Now consider this: Congress is looking at the sequester -- the across the board budget cuts, which are considered dramatic. If they go through, it would only cut this household's spending by $1,000 dollars this year.

"I worked hard to earn [my money] and I want to know where it's going," Steve Walton is a groundskeeper at Evangel University. He talked to KOLR10/KOZL while getting his taxes done.

"[National numbers and a household budget are] 'similar' in that they're using the words debt and deficits and things like that, but that's kind of where the comparison basically ends," says David Mitchell, Ph. D.

Mitchell is the director of the Missouri Bureau of Economic Research at Missouri State University.

"When you look at the balance, when you look at the net holdings, it's actually not as bad as it seems, although it is a problem that needs to be addressed. It's not like 'oh my gosh the whole economy is going to collapse tomorrow.'"

Of the more than $16 trillion in debt, nearly $5 trillion is debt the U.S. government owes within itself -- through programs such as social security.

The more than $11 trillion that's left is held by the public, a lot of that is owned by taxpayers, corporations and others.

"Now, the other half is owned by China and Japan for the most part," says Mitchell. "So they've lent us money, but we've also lent them money too."

For every dollar in foreign claims, the U.S. has 85 cents in claims on other countries.

Still, it means future taxpayer dollars will go to repay other countries, rather than staying in U.S. communities.

Mitchell has concerns about ballooning entitlements. He believes that deserves more attention than cuts to discretionary spending, such as defense.

Interest rates for the U.S. right now are cheap, sometimes cheaper than free -- when you take into account inflation.

Some believe running a deficit and debt isn't a bad thing and that investment is needed to kickstart the economy.

Finally, one of the most important numbers in this, that we haven't mentioned, is gross domestic product (the size of the economy). You have an idea of the size?of the debt. Economists typically look at that figure compared to GDP.

Right now the debt is around 100 percent of GDP, the highest levels since the end of World War II.
